Liberati Morris Friedman & Co. 320 Walnut Street Philadelphia, PA 19106-3883 RE: The tariff classification of a suspender loop from Hong Kong or China. Dear Mr. Liberati: In your letter dated November 3, 1995, on behalf of Good Lad Co., you requested a tariff classification ruling. The suspender loop is composed of a cellular plastics material backed for support with a textile material. This plastics/textile combination is considered a plastics material for tariff purposes. The plastics material, in turn, is backed with a nonwoven textile material. The essential character is imparted by the plastics material. The suspender loop is used to connect suspenders to pants. The applicable subheading for the suspender loop will be 3926.90.9890, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of plastics, other. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
