Dear Ms. Welter: In your letter dated October 9, 1995, on behalf of Collins Co., Ltd, Minnetonka, MN, you requested a tariff classification ruling. The samples submitted are decorative wall banners made of nylon woven fabric. Each banner measures 40 inches long by 28 inches wide with a wooden pole inserted through the top. Attached is a woven textile narrow fabric for hanging. One banner depicts a poinsettia leaf. The second shows a bunny ears and a hand holding a sign on a pole with the printed words "Happy Easter". The third shows a house, flying bats and the printed word "Halloween". The applicable subheading for the banners will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made up articles...Other: Other, other. The rate of duty will be 7 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
