You inquire about textile import quota for foundation garments and underwear manufactured in Belarus and Russia from raw materials of a) European Community, b) Belarus/Russia and c) Asian countries. Provided that the finished products are considered to be country of origin Belarus or Russia there is no import quota at this time. You have also requested information regarding certificates of origin. The Customs Regulations 12.130 indicates that textile products incorporating materials originating in one or more foreign countries shall be identified in a declaration prepared by the manufacturer, producer, exporter or importer of the textile product. In our previous letter to you dated September 9, 1994, we enclosed Customs Publication No. 517 entitled Import Requirements. We believe that booklet provides sufficient information about the requirements for customs clearance of commercial shipments to the United States.
