Box 36 State of Yap FSM 96943 RE: Sewing Thread Dear Mr. Gaan: This is in reference to your letter of September 10, 1990, in which you appear to be requesting a classification and country of origin determination of sewing thread to be imported from Yap State of the Federated States of Micronesia. Custom's regulations require that sufficient information, including a sample of the merchandise at issue, accompany all requests for binding rulings. Enclosed is a copy of Importing Into the United States and other literature which explains the requirements of the District Rulings Program. Included also are two pages from the Harmonized Tariff Schedule of the United States Annotated to indicate the rates of duty that may apply. In addition, a country of origin determination requires detailed information regarding the manufacturing process, as governed by Section 12.130 of the Customs Regulations. The following information is required for such a ruling: 1) the time involved in the various manufacturing or processing operations 2) the resulting changes after processing in each country 3) the complexity of the operations involved 4) the level or degree of skill and/or technology required at each stage of manufacture You may resubmit your request with the required sample. Under the District Rulings Program, you are entitled to a decision within 30 days, unless referral to this office is deemed necessary, in which case a decision will be issued within 120 days of the receipt of your letter.
