Dear Mr. Sunil: This is in reply to your letter dated June 6, 1990, in which you requested the classification of two samples of garments to be imported from the United Arab Emirates. Your request does not contain enough information for Customs to respond adequately. A request for a tariff classification ruling under the HTSUSA pursuant to part 177 of the Customs Regulations (19 C.F.R. 177) should include a complete description of the merchandise, the processing completed in each country, if more than one country is involved, and, whenever possible, samples of the merchandise at the various processing stages. The ruling request should be addressed to the General Classification Branch, U.S. Customs Service, 1301 Constitution Ave., N.W., Washington, D.C. 20229. Additional information is provided in the enclosed leaflets. In preparing your request, you may also find it helpful to contact a licensed customhouse broker. The samples submitted with your letter of June 6, 1990, will be retained at Customs Headquarters for 60 days from the date of this letter, pending your reply.
