All of these products are reflective for safety. Enclosed is a book titled Importing into the United States. This book explains the procedures and regulations that must be followed to import into the U.S. The tariff law of the United States is the Harmonized Tariff Schedule of the United States Annotated (HTSUSA). It is advisable to obtain a ruling as to the tariff classification of merchandise prior to its importation. To obtain a ruling, you should send a ruling request to the Area Director of Customs, New York Seaport, 6 World Trade Center, New York, N.Y. 10048. This request should include samples of the items to be imported, as well as a specific description of these items. It should be noted that classification ruling requests can contain a maximum of five items in order to be accepted. Since it appears that your request will exceed this number, you may qualify for a line review pre-entry classification. If you are interested in participating in the Pre-entry Classification Program you should contact your local Customs Field Office. A leaflet entitled "District Rulings Program" is enclosed to further advise you as to what type of information must be included in your ruling request.
