LAW AND ANALYSIS: On reviewing your request we find that the exporter who you state received a ruling concerning classification of sisal pads did not specifically authorize you to act on its behalf to seek reconsideration of that ruling. Since your organization is not an authorized agent of an importer or exporter under Section 177 of the Customs Regulations, we are unable to grant your request for reconsideration.
