SUMMARY: In a Federal Register notice issued and announced on May 1, 2008, 1 and published in the Federal Register on May 7, 2008 (“Notice”), 2 the Federal Trade Commission (“Commission” or “FTC”) requested comment on its Advance Notice of Proposed Rulemaking (“ANPR”) in connection with its rulemaking pursuant to Section 811 of the Energy Independence and Security Act of 2007 (“EISA”).
