The U.S. Census Bureau (Census Bureau) issues this final rule to amend its regulations to implement provisions in the Foreign Relations Authorization Act. Specifically, the Census Bureau is requiring mandatory filing of export information through the Automated Export System (AES) or through AESDirect for all shipments where a Shipper's Export Declaration (SED) is required.

DATES: Effective Date: This rule is effective July 2, 2008. Implementation Date: The Census Bureau will implement provisions of this rule on September 30, 2008.
