On March 1, 1999, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty order on industrial phosphoric acid from Israel (64 FR 9970) pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of the notices of intent to participate and adequate substantive responses filed on behalf of the domestic and respondent interested parties, the Department is conducting a full (240 day) review. In conducting this sunset review, the Department preliminarily finds that termination of the countervailing duty order would be likely to lead to continuation or recurrence of a countervailable subsidy. The net countervailable subsidy and the nature of the subsidy are identified in the ``Preliminary Results of Review'' section of this notice.
