The Department of Commerce (the Department) published the preliminary results of the administrative reviews of the antidumping duty orders on heavy forged hand tools, finished or unfinished, with or without handles (HFHTs), from the People's Republic of China (PRC) in the Federal Register on February 5, 1999 (64 FR 5770). These reviews cover the time period, February 1, 1997 through January 31, 1998. We gave interested parties an opportunity to comment on our preliminary results. Based upon our analysis of the comments received, we have made changes to the margins and the margin calculations presented in the preliminary results of the reviews. The final weighted-average dumping margins are listed below in the section entitled Final Results of Review. We will instruct the U.S. Customs Service (Customs) to assess antidumping duties accordingly.
