Commercial Air Tour Limitation in the Grand Canyon National Park Special Flight Rules Area

Abstract

This document proposes to limit the number of commercial air tours that may be conducted in the Grand Canyon National Park Special Flight Rules Area (SFRA) and to revise the reporting requirements for commercial air tours in the SFRA. These proposed changes would allow the FAA and the National Park Service (NPS) to limit and further assess the impact of aircraft noise on the Grand Canyon National Park (GCNP). In addition, this action proposes non-substantive changes to 14 CFR part 93, subpart U to improve the organization and clarity of the rule. This document is one part of an overall strategy to control aircraft noise on the park environment and to assist the NPS in achieving the statutory mandate imposed by Public Law 100-91 to provide substantial restoration of natural quiet in the GCNP.
