Science and Technology Reinvention Laboratory Demonstration Project at the U. S. Army Research Laboratory (ARL)

The National Defense Authorization Act for Fiscal Year 1995 authorizes the Secretary of Defense, with Office of Personnel Management (OPM) approval, to conduct personnel demonstration projects at DoD laboratories designated as Science and Technology (S&T) Reinvention Laboratories. 5 U.S.C. 4703 authorizes OPM to conduct demonstration projects that experiment with new and different personnel management concepts to determine whether such changes in personnel policy or procedures would result in improved Federal personnel management.
