Countervailing Duties

Abstract

The Department of Commerce (``the Department'') hereby issues final countervailing duty regulations to conform to the Uruguay Round Agreements Act, which implemented the results of the Uruguay Round multilateral trade negotiations. The Department has sought to issue regulations that: Where appropriate and feasible, translate the principles of the implementing legislation into specific and predictable rules, thereby facilitating the administration of these laws and providing greater predictability for private parties affected by these laws; simplify and streamline the Department's administration of countervailing duty proceedings in a manner consistent with the purpose of the statute and the President's regulatory principles; and codify certain administrative practices determined to be appropriate under the new statute and under the President's Regulatory Reform Initiative.

The effective date of this final rule is December 28, 1998, except that Sec. 351.301(d) is effective on November 25, 1998. See Sec. 351.702 for applicability dates.
