The regulations at 46 CFR part 382 prescribe the administrative procedures and methodology for determining fair and reasonable rates for the carriage of dry and liquid bulk and packaged preference cargoes on United States commercial cargo vessels. MARAD is issuing this rule to prescribe cost averaging as the methodology used for determining rates and to implement conforming procedural changes. MARAD is also reducing information collection under these regulations.
