On October 3, 1996, the Department of Commerce (the Department) published the preliminary results of its administrative review of the antidumping duty order on gray portland cement and clinker from Mexico. The review covers one manufacturer/exporter, CEMEX, S.A. de C.V. (CEMEX), and its affiliated party Cementos de Chihuahua, S.A. de C.V. (CDC), and the period August 1, 1994, through July 31, 1995. We gave interested parties an opportunity to comment on the preliminary results. We received comments from petitioners and respondent. We received rebuttal comments from the petitioners and respondent.
