In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain fresh cut flowers from Colombia for the period March 1, 1995 through February 29, 1996. We have preliminarily determined that sales have been made below the normal value (NV) by various companies subject to this review. If these preliminary results are adopted in our final results of this administrative review, we will instruct U.S. Customs to assess antidumping duties equal to the difference between the export price (EP) or constructed export price (CEP) and the NV. We invite interested parties to comment on these preliminary results. Parties who submit arguments are requested to submit with each argument: (1) A statement of the issue; and (2) a brief summary of the argument. The deadlines for submission of argument are listed at the end of this notice. All memoranda referred to in this notice can be found in the public reading room, located in the Central Records Unit, room B-099 of the main Department of Commerce building.
