On January 3, 1994, the Department of Commerce published a preliminary affirmative determination of circumvention of the antidumping duty order on certain carbon steel butt-weld pipe fittings (pipe fittings) from the People's Republic of China. We provided interested parties an opportunity to comment on the preliminary affirmative determination. After our analysis of the case and rebuttal briefs, we have determined that imports into the United States of pipe fittings that were finished in Thailand from unfinished pipe fittings produced in the People's Republic of China constitute circumvention of the antidumping duty order on certain carbon steel butt-weld pipe fittings from the People's Republic of China, within the meaning of section 781(b) of the Tariff Act of 1930, as amended. As a result, we determine that pipe fittings that were finished in Thailand from unfinished pipe fittings produced in the People's Republic of China fall within the scope of the antidumping duty order on certain carbon steel butt-weld pipe fittings from the People's Republic of China.
