SUPPLEMENTARY INFORMATION: Background On October 1, 2026, Commerce published in the Federal Register the Preliminary Determination of the less-than-fair-value investigation of truck bed covers from the People's Republic of China. [ 1 ] On October 6, 2026, a non-selected respondent who had qualified for a separate rate, Ningbo Scarman International Trading Co., Ltd (Ningbo Scarman) timely alleged that Commerce made significant ministerial errors in assigning its estimated weighted-average dumping margins.
