Department of Veterans Affairs [Docket No. VA-2026-VACO-0001] AGENCY: Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA). ACTION: Notice of a modified system of records. SUMMARY: As required by the Privacy Act of 1974, notice is hereby given that VA is modifying an existing system of records titled, “Veterans and Uniformed Services Personnel Programs of U.S. Government Life Insurance—VA” (36VA29). This system is housed within a cloud-based computer system called “Life Insurance Policy Administration Solution” (LIPAS), which is a managed service solution leveraging commercial off-the-shelf (COTS) software applications hosted in the VA Enterprise Cloud Amazon Web Services GovCloud (VAEC-AWS) High environment. LIPAS replaced the retired Insurance Payment System mainframe and Veterans Insurance Claim Tracking and Response System (VICTARS). By using LIPAS to integrate with VA Enterprise shared services, LIPAS provides the components necessary for VA Insurance policy administration and management.
