Background On June 18, 2026, OFAC issued GL 5X to authorize certain transactions otherwise prohibited by the Venezuela Sanctions Regulations, 31 CFR part 591 . GL 5X replaced and superseded GL 5W. On August 3, 2026, OFAC issued GL 5Y, which replaced and superseded GL 5X. These GLs were made available on OFAC's website ( https://ofac.treasury.gov ) when they were issued.
