After the notice was published and the comment period closed, the applicant requested that NMFS change the applicant to the U.S. Virgin Islands Department of Planning and Natural Resources (DPNR), Division of Coastal Zone Management, (Marlon Hibbert, Responsible Party). The DPNR has reviewed the application and agrees to be the applicant for File No. 29126. All other information contained in the document is unchanged.
