The unconstructed project is located at the U.S. Army Corps of Engineers' Allegheny Lock and Dam 2 on the Allegheny River in Allegheny County, Pennsylvania. Pursuant to 16 U.S.C. 801 , the applicants seek Commission approval to transfer the license for the project from FFP Missouri 12, LLC to J3M Allegheny 2 Hydro, LLC.
