(Seaman, or the requester), the U.S. Department of Commerce (Commerce) is initiating a country-wide circumvention inquiry to determine whether imports of certain tissue paper products (tissue paper) completed in the Socialist Republic of Vietnam (Vietnam) using jumbo paper rolls manufactured in the People's Republic of China (China), are circumventing the antidumping duty (AD) order on tissue paper from China.
