SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that sales of certain carbon and alloy steel cut-to-length plate (CTL plate) were made at less than normal value (NV) during the period of review (POR), May 1, 2024, through April 30, 2025. In addition, we are making a preliminary determination of no shipments by NLMK Clabecq S.A., NLMK Plate Sales S.A., NLMK Sales Europe S.A., NLMK Manage Steel Center S.A., and NLMK La Louviere S.A.
