The U.S. Department of Commerce (Commerce) preliminarily determines that Toyo Kohan Co., Ltd. (Toyo Kohan) did not make sales of subject merchandise at less than normal value (NV) during the period of review (POR), May 1, 2024, through April 30, 2025. In addition, we are rescinding the review with respect to 14 companies. Interested parties are invited to comment on these preliminary results of review.

SUPPLEMENTARY INFORMATION: Background On June 25, 2025, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the antidumping duty order on diffusion-annealed, nickel-plated flat-rolled steel products (nickel-plated steel products) from Japan. [ 1 ] On July 28, 2025, Commerce selected Toyo Kohan as the mandatory respondent in this review.
