ACTION: Direct final rule (DFR); confirmation of effective date. SUMMARY: PHMSA is confirming the effective date for a DFR published in the Federal Register on April 24, 2026. The DFR amended PHMSA's regulations at 49 CFR part 192 to incorporate by reference the updated industry standard ASTM D2564, Standard Specification for Solvent Cements for Poly (Vinyl Chloride) (PVC) Plastic Piping Systems. The DFR amended regulations at 49 CFR part 192 to incorporate the 2024 edition of ASTM D2564, Standard Specification for Solvent Cements for Poly (Vinyl Chloride) (PVC) Plastic Piping Systems (ASTM D2564) by reference.
