SUMMARY: The Department of Veterans Affairs (VA) is announcing its implementation plan for section 403 of the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act, which authorizes VA to provide food, shelter, transportation, and other items to homeless Veterans when necessary. SUPPLEMENTARY INFORMATION: VA furnishes assistance to homeless Veterans and Veterans at risk for homelessness through multiple programs, including but not limited to: Homeless Providers Grant and Per Diem (GPD); Housing and Urban Development (HUD)—VA Supportive Housing (HUD-VASH); and Supportive Services for Veteran Families (SSVF). Assistance under some of these programs is furnished by VA predominantly through non-VA third parties by way of grant funding, where funding announcements, grant agreements, and VA regulations establish criteria for awarding grant funds, among other requirements.
