Section 17A of the Exchange Act  [ 1 ] generally requires transfer agents performing any transfer agent function with respect to any security registered under Section 12 of the Exchange Act  [ 2 ] or issued by certain insurance or investment companies to register with an appropriate regulatory agency (“ARA”) as defined in Section 3(a)(34)(B) of the Exchange Act.
