SUMMARY: The Assembly of the Administrative Conference of the United States adopted four recommendations at its hybrid (virtual and in-person) Eighty-fifth Plenary Session: Interagency Communication in Rulemaking; Best Practices for Drafting Regulatory Preambles in Light of Judicial Review; Agreements Between Agencies with Related Regulatory Responsibilities; and Effectuation of Awards of Recurring Monetary Benefits.
