Introduction On July 14, 2025, Paxos Securities Settlement Company, LLC (“PSSC”) filed with the Securities and Exchange Commission (“Commission”) an application on Form CA-1 (“Application”) under Section 17A of the Securities Exchange Act of 1934 (“Exchange Act”) seeking to register as a clearing agency to provide clearance and settlement services as a central securities depository (“CSD”) and securities settlement system. [ 1 ] Notice of the Application was published for comment in the Federal Register on August 6, 2025. [ 2 ] On November 4, 2025, the Commission instituted proceedings pursuant to Section 19(a)(1)(B) of the Exchange Act to determine whether to grant or deny the Application. [ 3 ] On January 30, 2026, the Commission designated a longer period for Commission action on the OIP. [ 4 ] On February 27, 2026, PSSC filed an amendment to its Application that, pursuant to Rule 17Ab2-1(d), [ 5 ] served as PSSC's consent to extend the time for the Commission's review of the Application to 90 days from the filing of the amendment. [ 6 ] Notice of the amendment to the Application was published on March 11, 2026. [ 7 ] The Commission received two comment letters on the Application, [ 8 ] as well as a response letter from PSSC.
