SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies were provided to Dongkuk Steel Mill Co., Ltd. and Hyundai Steel Company, producers and exporters of certain cut-to-length carbon-quality steel plate (CTL plate) from the Republic of Korea (Korea). The period of review (POR) January 1, 2024, through December 31, 2024. In addition, Commerce is rescinding this review, in part, with respect to two companies. SUPPLEMENTARY INFORMATION: Background On March 28, 2025, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the countervailing duty order on CTL plate from Korea. [ 1 ] On May 9, 2025, Commerce selected DSM and Hyundai Steel as the mandatory respondents in this review.
