Background On December 17, 2025, OFAC issued GLs 55E and 115C to authorize certain transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 (RuHSR). On January 6, 2026, OFAC issued GL 13P and on February 26, 2026, OFAC issued GL 131C, both also authorizing certain transactions otherwise prohibited by the RuHSR.
