The Bureau of Alcohol, Tobacco, Firearms, and Explosives ("ATF") is amending Department of Justice ("Department") regulations to make administrative and technical clarifying revisions. These revisions add conforming references to the Department of Commerce in the relevant processes, and respond to regulatory changes already made by the Departments of Commerce and State that have effectively divided export and temporary import controls between those two agencies. The revisions also make minor technical amendments to punctuation for better clarity.

SUMMARY: The Bureau of Alcohol, Tobacco, Firearms, and Explosives (“ATF”) is amending Department of Justice (“Department”) regulations to make administrative and technical clarifying revisions. DATES: This direct final rule is effective on July 6, 2026, unless significant adverse comments are received by June 5, 2026. If ATF receives a significant adverse comment within the stated time that warrants revising the rule (as described under the “Public Participation” heading in the SUPPLEMENTARY INFORMATION section of this regulation at part IV of this preamble), ATF will publish a notice in the Federal Register withdrawing the rule before the effective date.
