SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that imports of disposable aluminum containers, pans, trays, and lids (aluminum containers), completed in the Socialist Republic of Vietnam (Vietnam) using aluminum foil produced in the People's Republic of China (China), are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on aluminum containers from China.
