SUMMARY: The Environmental Protection Agency (EPA) is proposing to approve source-specific State Implementation Plan (SIP) revisions submitted by Ohio. These revisions address major source volatile organic compound (VOC) and nitrogen oxide (NO X ) reasonably available control technology (RACT) requirements for the Cleveland, OH Moderate nonattainment area (Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit counties) under the 2015 ozone National Ambient Air Quality Standard (“NAAQS” or “standard”). The affected facilities include Lubrizol, Henkel, and Cleveland-Cliffs Cleveland Works. If this action is finalized as proposed, the Cleveland nonattainment area will have fully satisfied its moderate RACT requirements under the CAA with respect to the 2015 ozone standard.
