SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that sales of thermal paper from Germany were not made at less than normal value (NV) during the period of review (POR), November 1, 2023, through October 31, 2024. Background On November 22, 2021, Commerce published in the Federal Register the antidumping duty (AD) order on thermal paper from Germany. [ 1 ] On December 18, 2024, based on timely requests for review, in accordance with 19 CFR 351.221(c)(1)(i) , we initiated an administrative review of the Order. [ 2 ] On January 29, 2025, Commerce selected Koehler Paper SE and Koehler Kehl GmbH (collectively, Koehler) and Matra Atlantic GmbH (Matra) as the mandatory respondents in this review.
