SUPPLEMENTARY INFORMATION: Background On September 11, 2025, Commerce published the Preliminary Results and invited comments from interested parties. [ 1 ] No interested party submitted comments on the Preliminary Results. Accordingly, the final results remain unchanged from the Preliminary Results, and thus, there is no decision memorandum accompanying this notice. Due to the lapse in appropriations and Federal Government shutdown, on November 14, 2025, Commerce tolled all deadlines in administrative ( printed page 9553) proceedings by 47 days.
