This action addresses arguments raised on rehearing and confirms the effective date of that final rule. DATES: The Commission confirms that the effective date of the final rule published on October 10, 2025 ( 90 FR 48221 ), was November 10, 2025. On October 7, 2025, the Commission issued a final rule (final rule) amending its regulations to remove § 157.23 and modify § 153.4 to remove the cross-reference to § 157.23.
