SUPPLEMENTARY INFORMATION: Background On July 22, 2025, Commerce published in the Federal Register its Preliminary Determination that imports of CWP completed in Oman using HRS produced in China are circumventing the Orders. [ 1 ] Pursuant to section 781(e) of the Tariff Act of 1930, as amended (the Act), on August 6, 2025, Commerce notified the U.S. International Trade Commission (ITC) of its preliminary affirmative determination of circumvention.
