Based upon the facts presented, CBP has concluded that the last substantial transformation of the FLY Server occurs in the United States. DATES: The final determination was issued on August 27, 2025. A copy of the final determination is attached. Any party-at-Interest, as defined in 19 CFR 177.22(d) , may seek judicial review of this final determination no later than October 8, 2025.
