SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that imports of seamless oil country tubular goods (OCTG), completed in Thailand using steel billets produced in the People's Republic of China (China), are circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on OCTG from China.
