SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily finds that certain activated carbon (activated carbon) from the People's Republic of China (China) was sold in the United States at prices below normal value (NV) during the period of review (POR), April 1, 2023, through March 31, 2024. Additionally, we are rescinding this administrative review with respect to six companies for which there were no reviewable entries of subject merchandise during the POR.
