SUMMARY: The U.S. Department of Commerce (Commerce) preliminarily determines that companies under review sold certain mobile access equipment and subassemblies thereof (MAE) at prices below normal value during the period of review April 1, 2023, through March 31, 2024. In addition, Commerce is rescinding this review with respect to Xuzhou Construction Machinery Group Imp. & Exp. Co., Ltd. (Xuzhou). [ 1 ] On April 1, 2024, Commerce published in the Federal Register a notice of opportunity to request an administrative review of the Order for the POR.
