Background On March 4, 2025, OFAC issued GL 41A to authorize certain transactions otherwise prohibited by the Venezuela Sanctions Regulations (VSR), 31 CFR part 591 . GL 41A had an expiration date of April 3, 2025. GL 41A replaced and superseded GL 41. On March 6, 2025, OFAC issued GL 5R, also authorizing certain transactions otherwise prohibited by the VSR. GL 5R replaced and superseded GL 5Q. On March 24, 2025, OFAC issued GL 41B, which replaced and superseded GL 41A. GL 41B has an expiration date of May 27, 2025.
