SUPPLEMENTARY INFORMATION: Background On March 11, 2024, Commerce published the Preliminary Determination in the Federal Register . [ 1 ] Commerce invited parties to comment on the Preliminary Determination. [ 2 ] On July 22, 2024, Commerce tolled certain deadlines in this administrative proceeding by seven days.
