Department of Justice Antitrust Division Notice is hereby given pursuant to the Antitrust Procedures and Penalties Act, 15 U.S.C. 16(b)-(h) , that a proposed Final Judgment, Stipulation, and Competitive Impact Statement have been filed with the United States District Court for the Northern District of West Virginia in State of Ohio et al. v. National Collegiate Athletics Association, Civil Action No. 1:23-cv-100. On January 18, 2024, the United States, along with ten states and the District of Columbia, filed an Amended Complaint alleging that the NCAA's Division I rule requiring student athletes who transfer between institutions to complete a year in residence before being eligible to compete in intercollegiate contests unreasonably restrained trade in violation of section 1 of the Sherman Act, 15 U.S.C. 1 . The proposed Final Judgment, filed on May 30, 2024, requires the NCAA to refrain from enforcing the offending rules and to restore eligibility to certain affected student athletes. Copies of the Amended Complaint, proposed Final Judgment, and Competitive Impact Statement are available for inspection on the Antitrust Division's website at http://www.justice.gov/​atr and at the Office of the Clerk of the United States District Court for the Northern District of West Virginia.
