Background On February 23, 2024, OFAC issued GLs 88, 89, 90, 91, 92, and 93 to authorize certain transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 (RuHSR).
