SUPPLEMENTARY INFORMATION: The OLPS final rule published on November 2, 2023 ( 88 FR 75394 ), delayed December 13, 2023 ( 88 FR 86259 ), amends the USDA organic regulations related to the production of livestock, including poultry, marketed as organic. This action corrects five errors in the OLPS regulatory text published on November 2, 2023, to improve the readability and clarity of the rule. The corrections do not change the meaning of the regulations. Section 553 of the Administrative Procedure Act, 5 U.S.C.553(b)(B) , provides that, when an agency for good cause finds that notice and public procedure are impracticable, unnecessary, or contrary to the public interest, an agency may issue a rule without providing notice and an opportunity for public comment.
