SUPPLEMENTARY INFORMATION: Background On May 12, 1986, Commerce published in the Federal Register the AD order on pipe and tube from India. [ 1 ] On August 4, 2022, Commerce initiated a country-wide circumvention inquiry to determine whether certain imports of pipe and tube completed in Vietnam using HRS produced in India are circumventing the Order. [ 2 ] On April 12, 2023, Commerce published in the Federal Register its Preliminary Determination that imports of pipe and tube completed in Vietnam using HRS produced in India are circumventing the Order.
